Marguerite Valerica Donceanu, hence forth referred to as Margo, is a research scientist in the Synchronicity Division, specializing in temporal loops. Margo was recruited to the Commission through non-standard procedure (see below) and was placed into the Synchronicity Division under the suggestion and recommendation of Doctor Cecil Hoffman.

Clearance Level

Margo has dual level clearance code, B-1 and HM (see below). Her B-1 clearance is specific to all laboratories and rooms within Synchronicity, as well as all other basic rooms in the Research Department, general rooms, and basic laboratories in other locations.

Qualifications and Profession

Attended Nicolae Bălcescu National College from the age of twelve until the age of seventeen. Moved to the United States in 2011 after being accepted to the University of California, Berkley. Graduated with a Bachelors of Science with honors, with a major in geophysics and a minor in statistics. Worked at the High-frequency Active Auroral Research Program (HAARP) in Gakona, Alaska before being recruited to CPU.

History

Margo was born Isaccea, located in Tulcea County, Northern Dobruja in Romania to Emil Donceanu and Yseult Donceanu née Luxemburg. She was their only child1 and was home schooled by her parents until the age of twelve, in which they moved for her to be able to attend Nicolae Bălcescu National College in Brăila, Romania. She was a top student in almost every class and excelled in sciences and mathematics. Her teachers noted that she "was an exceptional student" in report cards but was isolated and withdrawn from her peers. She struggled with socialization and making friends her age. There is not a specific age that we have noted for her appearance of paranatural abilities but is suspected to have been present since birth.

REVISED ANOMALY DOSSIER

SBJT-O-004, hence forth referred to as 004, is a humanoid subject discovered by the Commission.

Known Abilities

Levitation / Flight. Able to hover in the air and move around at low speeds, approx. 4-7 kilometers per hour for an unlimited period of time. This seems to put little to no stress on 004 and to all current testing, has no limits beyond standard human needs stopping (sleep, eating, etc.) 004 from continuing to propel itself. Height is currently unknown but was able to reach 3.7 kilometers in a vertical position before requiring to stop for the need of oxygen and temperature related issues. This ability may be used unsupervised.

Telekinesis. Referred to as psychokinesis. The full limits of this power has not been able to be discovered yet. Able to move objects with its mind, often with the guided use of a hand for larger/heavier objects. The average limit that does not cause stress or difficulty is up to and around 200 kilograms. Heavier can be lifted but with more effect and stress to the body. This does place mental stress on the subject and can cause reactions such as nose and ear bleeds. This ability may be used in small doses unsupervised but personnel should be aware that because of this, they can be considered dangerous.

Mind Control. The ability to take over the mind of another and enforce their will over them. Very rarely used, heavily monitored and, overall to a low level— currently the subject can move smaller animals with little effort (ie. rats, bugs) with no side effects to either side. In larger animals, subject can suffer seizures if spending too long in the mind and cause seizures and coma in the controlled subject. Currently, in humans, the subject kills the controlled subject once leaving the mind and seems to burn out all synapses in the brain. This ability should not be used without supervision of Doctor Hoffman or Doctor Wilcox. If subject is seen using this ability without supervision, specialized containment plan for 004 should be activated immediately.

Potential Abilities

Due to the nature of 004's abilities, staff are currently uncertain how extensive their abilities are. During the #O26 Incident, 004 displayed multiple abilities outside of our known database. Below are potential abilities that may be possessed by 004.

Electricity Manipulation. During the Incident, the power to the entire Monolith went out. This is suspected and assumed to be related to 004.

Reality Warping, Chthonic Magic: —

Clearance code H is given to 004 as they are considered to be a fully sentient being and are an employee of the Commission. As such, they are not 'contained' in the traditional sense but rather given an area to live in, under the condition that they are to behave. They are given an above-standard level of freedom but is kept monitored due to her intelligence. It is housed full-time in the Monolith, living in a specialized containment unit in the housing branch. The unit is located on the 4th floor and is the 7th room on that floor (code: U4R7) and contains a kitchen-living room, bathroom, and bedroom.

This plan was amended as of 18/06/19. As a Class Omega, 004 is fully sentient being that is capable of being reasoned with. Due to the capabilities, both mental and paranatural, 004 is considered a threat level red and considered an extensive danger. Any unarmed individuals should not engage and leave the vicinity as soon safely possible. Only one recorded episode of containment plan has been used. Please see Incident Report #O26.

Immediate contact with preferably Doctor Cecil Hoffman, or if unavailable, Milos Zhukov should be made. Subject should be contained with an area, activating internal lockdown procedures if needed, and administered with either between 7-15% isoflurane gas via ventilation in the room/area (size dependent), and then injected with minimum 50 mcg/kg of sufentanil. If able to gain contact directly, subject should injected with sufentanil at minimum 100 mcg/kg directly. It is better to accidentally exceed the dose rates for this subject then underdose them. After this, subject should be kept on anywhere between 20-50 mcg/kg/hr (consult with Doctor Hoffman and Doctor Sofietje van der Velde) for maintenance until able to be awakened. Do not shoot at. This will result in bullet redirection. Do not attempt to physically take the subject down. Past minor events have shown us that subject is able to be talked down by the correct personnel without incident and aggravation of the event will only cause more destruction.

• Doctor Cecil Hoffman. Psychologist. Hoffman was one of the original staff members who made contact with 004 and has both the best understanding of 004 and the best relationship with them. We believe that 004 sees Hoffman as a form of father figure and generally responds best to them. Hoffman is trained in negotiation and has been able to talk 004 down multiple times without causing incidents. They are your best resource should anything go wrong with 004.
• Milos Zhukov. Friend(?). We suspect likely due to both being Eastern European, Milos and 004 initially got along well. They have become close friends and during the #O26 Incident, Milos proved to be incredibly helpful in dealing with 004.
• Doctor Sofietje van der Velde. Medical doctor. All physical concerns in regard to 004 must go through van der Velde.

Additional Notes

• Do not let this file deter you. Subject 004 is considered friendly and approachable at most times. They do not need to be approached with fear of caution.
• Do not let the above statement fool you. Subject 004 is highly intelligent and very capable of destruction. They are fully capable of manipulation to get what they want.
• Do not, under any circumstances, bring up Incident #O26 unless you wish to recreate Incident #O26. Subject is not aware of the extent of chaos and death caused during the incident and has been deemed by Doctor Hoffman and Doctor van der Velde that being made aware of it, would likely cause enough psychological stress to recreate the event.

HOFFMAN: ⠀Hello— before we begin, is there anything you need? Water, food?
DONCEANU: ⠀(shakes head)
HOFFMAN: ⠀Alright. (light shuffling is heard, papers are stacked) I am Doctor Cecil Hoffman, Head of Research for the Commissions of Control and Protection. In this room with me are troopers Shepherd, Bray, and Reeves. Today is the first interview for Marguerite Valerica Donceanu, therefore referred to as Donceanu. Temporary code given for interviewee is AMLY-MODU, currently classed at threat red— hence the presence of troopers. This interview is being recorded. Do you understand?
DONCEANU: ⠀(nods head)
HOFFMAN: ⠀Okay, good. I know you speak Romanian, but is English okay for you?
DONCEANU: ⠀Yes. I'm fine with it.
HOFFMAN: ⠀You sure? We can get a translator. I want this to be as easy as possible for you.
DONCEANU: ⠀I'm sure.
HOFFMAN: ⠀We'll properly being then. You are here today because our Investigations Team, specifically Exploratory Task Force Bravo 23— discovered you are in possession of Othernatural abilities. Specifically, you were seen using psychokinetic abilities in your work place. Is this true?
DONCEANU: ⠀(quietly) Othernatural? Psychokinetic?
HOFFMAN: ⠀Telekinesis. Moving objects with your mind. Othernatural is the term we used. Paranormal isn't right, you're not ghosts. I suppose supernatural could be correct but that's used more for werewolves and vampires, folklore monsters. And you're not that. You're just a human capable of doing something other.
DONCEANU: ⠀(barely audible) Yes. I… I didn't think anyone would know. I don't hurt people— I've never hurt anyone. I just use it to make my life easier.
HOFFMAN: ⠀Can you elaborate on that?
DONCEANU: ⠀My coworker— Carlos… he's taller then the rest of us, y'know? He'd always put the spare battery packs on the top shelf. And… it was just easier to do that then get a chair, get the battery, and put the chair back. And I always got the night shifts since I'm the newest, so I always needed spare battery packs because I don't want to work in the dark.
HOFFMAN: ⠀So you used your abilities to get the battery packs down?
DONCEANU: ⠀Yes. (quietly, panicked) Am I in trouble? I didn't hurt anyone— I just use it to move things.
HOFFMAN: ⠀How long have you had these abilities? Have you always been able to move things with your mind?
DONCEANU: ⠀I don't— I don't know. It's just… always been there.
HOFFMAN: ⠀You've always been able to do this? Do you remember a time when you couldn't? Was there ever anything that happened that you think may have caused this?
DONCEANU: ⠀No— I mean… Yes, yes then no… and no. It's just… there. I don't even think about it.
HOFFMAN: ⠀Like breathing?
DONCEANU: ⠀(nodding) Like breathing.

Footnotes

Margo originally had a younger brother, Adrian Donceanu, who died during a car crash when he was 9 years old and she was 15. During Incident #O26, Margo erased nearly every trace of him from reality by manipulating it to remove her pain. Few fractures of his existence are left (a soccer ball, a drawing from Adrian to Margo, and one polaroid photo from a family event).
